As the story goes, industrial overcapacity, weak consumption, and large trade surpluses have prompted the export of surplus capital. There are various versions of this argument.\u00a0<a href=\"https:\/\/www.versobooks.com\/en-gb\/products\/2025-adam-smith-in-beijing\">Giovanni Arrighi<\/a>\u00a0takes China\u2019s outward investment as a sign of hegemonic transition.\u00a0<a href=\"https:\/\/www.plutobooks.com\/product\/china-and-the-21st-century-crisis\/\">Minqi Li<\/a>\u00a0understands it as a spatial fix that\u00a0attempts\u00a0to stave off a systemic capitalist crisis.\u00a0<a href=\"https:\/\/yalebooks.yale.edu\/book\/9780300261448\/trade-wars-are-class-wars\/\">Matthew C. Klein and Michael Pettis<\/a>\u00a0focus\u00a0on policies that suppress domestic consumption and\u00a0exacerbate\u00a0economic\u00a0inequalities. Whatever the truth of this matter, China\u2019s capital export has expanded since the late 1970s, although not without setbacks.\u00a0Passing through\u00a0the end of the Cold War, the 1998 Asian financial crisis, the 2001 WTO ascension, the 2008 meltdown, the 2013 announcement of the Belt and Road Initiative, the Trump-initiated trade wars, the pandemic, and the latest phase of high-tech competition and green energy export, China\u2019s interventions in global political economy have both crossed and shaped changing geopolitical realities.
